When I first installed voicemeeter I didn't have this trouble.
I'm not sure what changed, but I think I received a windows update and I switched audio interface from scarlett solo to Motu M4.
But I didn't notice the camera trouble for a while, so I don't know what change caused it.

As soon as I run voicemeeter it acquires my camera and no other apps can use it. And if I have the camera open in another app when I start voicemeeter, then voicemeeter hangs.
