Auto-restart not working

I have two identical bluetooth headsets, (Aeropex by Aftershokz)
The battery life on each is 6-8 hours, and I'm generally online for 12 hours.
I always use them (one at a time) on the A1 device.
When I switch, I turn the active one off (to charge) and start the other. How can I make it so that either of these always gets assigned to the A1 device so that it will properly auto-restart?
