That's super odd. Normally I would be pointing to the uninstall/reinstall procedure (with all the reboots and such) but honestly you strike me as having tried all the basics already.

Usually when this happens, it's been magically muted by something. Check out the 'Levels' tab in the control panel properties for the device, or eartrumpet is a nice pretty way to do it. Sorry, the only solution to this is to use a decent chat app. This is a long-standing discord bug. Have a look on their subreddit and you can find complaints going back YEARS. You'll notice that if you connect a recording application to the same input as discord, there's nothing wrong with the audio...

Would you mind explaining why? Generally, you'd set it appropriately (usually this means leave it at 100%) and adjust volume in voicemeeter. I can give you a better answer if I understand the use case :)
