I think you would need Banana. There are a number of good videos on Youtube that address various use cases for the VoiceMeeter products. The TheFranswah Studio has a lot of Voicemeeter vidoes. I found this particular one very helpful:

When I upgraded from Voicemeeter to Banana, I think I had to re-configure everything from scratch. Now I want to upgrade to Potato - is there a way to save and restore all the settings from Banana - mainly input/output channel assignments, ASIO settings, and such. Thanks! That helps a LOT! I had never really understood those channel assignments in the System Settings/Options, but now I do, and have mine configured properly. No more "Red" input devices!
