First remark: you are not expected to use the same audio device on different points. As i can see on your screenshot, you have selected the VB-CABLE output on 2 different voicemeeter inputs with 2x different audio interfaces, this can be a problem.

this is not a known issue... Sounds more like a video driver problem or general system issue...

in your case, where you want to get MIDI message directly in Reaper (central DAW)
or you ask to Reaper guys to implement VBAN-MIDI (which is very easy to do).

MIDI is not implemented to be fully routed from device to another and we are not providing any virtual MIDI device so this is complicated to use VBAN Midi in all use case. Just rewritten in English to get more chance to get response: So, we use VB-CABLE new version for Win10/11 on VMWare (server 2019). (VB-CABLE pack 45 or latest VB-CABLE A+B released this year - 2025). It works ok, but when we lock or quit the session, audio drivers seem to be removed from the system...
