It limit the Gain sliders to 0dB if you change it with something else than the Voicemeeter GUI. For example if you use an midi interface to change it, the slider will max out at +12dB. Did you try to set the ASIO Buffer to "Default"? Some ASIO Driver do only work with the Buffer size set in the Driver and not in an other application.
