you may check that your VOL keys are not hooked by a previous application or sevices or system (on some notebook). the exclusive mode means that the Keyboard event is not forwarded to a next possible application registered in the KeyBoard stream. it also means that some applications , launched befor...

BTW: the screenshot showing "Voicemeeter input (VB-Audio Cable A)" means there is a mess in your audio driver.

Voicemeeter (or Macro Buttons) are in AUTO SAVE mode...
it means you always retrieve it in the last state (as it was hardware device).

if you want to start voicemeeter with a given settings, you may use the command line instructions:
see Voicemeeter Command Line chapter in use manual.

yes, your output A1 is expected to be connected to a physical device (for monitoring and checking the main stream is stable).

you may change the ASIO SR paremeter to default (to use ASIO driver SR instead).
maybe the ASIO driver cannot support the requested 48kHz sample rate, and then fails to start..
