i don't know, maybe you could start by the simplest path:
Microphone -> Samson Sound Deck noise cancelling -> Voicemeeter virtual input.
if the Samson Sound Deck noise cancelling app can be connected to an ASIO device, you connect it to Voicemeeter Virtual ASIO insert for example...
