My setup: Win11 - HDMI - Denon AV Receiver - HDMI - TV. At computer my standard output device are the speakers.
Now I added Voicemeeter, put it as standard input device, A1 are my speakers, A2 is the AV Receiver.
Everything works fine and I have 2 devices playing music parallel.
But when I switch off the receiver and turn it on again, there is no more sound coming from the receiver and the name of the device appears in red letters under A2.
The only way to get the sound working again is a restart of Windows.
Next switch off is the same problem.
What can I do to have two devices permanently?

you may just go in Voicemeeter menu to restart audio engine.
If a device is disconnected, voicemeeter can see that the device is not running anymore (so displays the device name in red).
but when you reconnect your device, the system does not reactivate the audio processing, the process must be initialized and restarted again.
That's why there is a "Restart audio engine" function (CTRL+'R').
