ok, all seems to be correct , but nothing is connected to VB-CABLE output like the windows LISTEN option was not working.
maybe try to uncheck it and recheck it or uncheck it and reboot, and recheck it... there is something not normal.
you can also test the VB-CABLE output by using a recording app (voice recorder or Audacity)...

Anyway, rechecking it and rebooting didn't work, unless I misunderstood something. You mean set my input and output devices to what I normally set them to and then back to the VB-Audio input/output devices in Sound settings?
I did that and still nothing. I can't record with any recording app, they record nothing. Audacity produces this error:

I finally got this to work, it turns out Windows 10 microphone privacy settings overrides the sound settings and prevent apps from accessing the microphone, which means any kind of recording device, not just a literal mic. Stereo Mix still doesn't work so it's still a mystery what's going on with this damn thing but now that I got your driver to work, it's not as important. I can record now!

This isn't the first time Microcock makes things intentionally ambiguous and complicated. How would any normal person guess that a setting about microphone access has anything to do with playback access? I guess the same way someone was supposed to guess that to toggle Autocomplete functionality for Windows Explorer, you had to open Internet Explorer and dig around its settings. Fucking ridiculous.
