Bad Sound Quality Monitored And Lowered Levels Recorded

I set up two apps (discord and spotify) to Cable and Cable A and they sound terrible. I switched one to Voicemeeter Input (default) as a test and it sounds great! Issue is with Cables only. I am new to all of this so feel free to explain it like i am a child. Any help would be so appreciated!!!
I have been playing with everything I can think of and I discovered the following:
The terrible sound quality is only seems to be effecting the monitoring in my headphones or speakers not the recorded output;
however, the output is at a much lower level than it is on the default Voicemeeter VAIO;
I did try switching headphones to see if that had any effect and it does not;
Screenshot is a visual representation of how the levels drop out when switching to cable. i recorded a song and switched back and forth between Voicemeeter Input and Cable Input.
