Could you post a screenshot of the Voicemeeter VBAN Dialog box
and confirm your iPhone IP Address in VBAN-Receptor Menu ? (compared to the iPad)

1- You maybe have not the latest Voicemeeter version installed.
2- you have defined an outgoing stream to 192.168.1.121 (which is your mobile phone) but you did not switch it ON
simply switch ON your first outgoing stream and you should see the RCV Led greenlight on your iPhone VBAN-Receptor.
Then select the stream on it to listen to it.

seems your PC does not see your iPhone device 192.168.1.121
you may try a regular ping to check your iPhone is well identified by Windows network.

ok, so there is something blocking VBAN packet.
or on the windows side (windows firewall) or on the iPhone side (VBAN app is not allowed to access network).

After repeated testing, I can use it, my solution and possible bugs are as follows
1. The solution is to insert a SIM card and turn on or off the mobile data function in a wifi environment, then you can use VBAN
If the SIM card is not inserted and the mobile data network switch is turned on or off, the VBAN cannot be used
2. Possible reasons, compared to the IPAD settings, I found that there is no access network option for this app in my iPhone version
It is recommended to ensure that Vban's network access options can be set in the settings of all versions of the mobile phone in the future update of the app.

Other apps have the switch to use the local network in the settings, but VBAN does not have this option and may not have obtained this authorization
