My Setup:
A1 main:ASIO Focusrite USB Audio Driver, fs=44.1KHz
A2: USB asynchronous DAC, fs=44.1KHz
Assuming A2 sampling rate is slightly faster than A1 (about 100ppm), at some point A2 will not have data.
How is it possible then to have two outputs?
Are you re-sampling A2 in a way that add/subtract samples in-order to support the sampling rates difference?

My first sound-card is Traktor controller.
The second sound card will source the PA system through its AES/EBU output (same music data of course).
I am wondering whether sound quality is not affected by this setting, since re-sampling for the second sound-card is lossy.

I did, there did not seem to be a noticeable error.

technical Voicemeeter is able to manage any samplerate on any points.
but practically the result must be evaluated by the user only.

if the samplerate is different, of course the SRC works.

I am referring to a configuration in which A1 and A2 are both set to 44.1KHz but there is slight PPM between them due asynchronous USB configuration.
My understanding is that SRC will have to be enabled to compensate for the PPM difference.
Am I correct?

no, it's another problem, you have a delay between them (pending on audio interface selected and global latency), because output A1 is master while output A2 is slave (so processed after). then you can synchronize them by adding delay on output A1 (in voicemeeter system settings dialog box).
