I use VB Cable to route audio from a RTLSDR (radio) to some software that does some process. VB Cable works famously once I understood it, by the way! For the above process, in Windows 10 SOUND I set the VB Cable icon in SOUND as "Set Default". There is no sound to the Desk Speakers (desired for that program) and the process flows correctly. However. While that process is running, I would love to be able to also listen, through speakers or headphones, etc. to a seperate audio feed like some web radio or player of some music sources, etc. Realize maybe this is a Windows 10 PC desktop control issue - but I am quite sure many other VB Cable users must have similar issues. Solvable or is this the best I can do on a PC these days?

VBCABLE is just a cable to connect 2x Applications together (a player to a recorder).
If you need more routing/mixing service, you may use Voicemeeter & Banana version
